Senate panel backs limited nuclear test ban with only one dissent

Arbitration Act Saves Railroads From Unrest
Congress and President Kennedy moved to avert a crippling rail strike by signing a binding arbitration law on firemen's jobs and train crew composition. A seven member panel will issue rulings within 90 days, with a 180 day strike ban on secondary issues and 90 days for fire and crew disputes. Both sides pledged to begin talks immediately.
