The Senate Commerce Committee backed a binding arbitration framework to settle the four year old freight rail dispute. A seven member board from unions, management and the public would resolve main issues firemen’s jobs and crew makeup with a two year limit.
Senate critics Strom Thurmond and Barry Goldwater accused Defense Secretary Robert McNamara of deception in testimony supporting the nuclear test ban treaty. They cited discrepancies and warned that classified information could reveal more questions. Former President Truman urged cautious acceptance, expressing skepticism but supporting the treaty in principle.
The Norwegian government led by Premier Einar Gerhardsen falls to a 76 to 74 no confidence vote after four days of debate over the Spitzbergen mine disaster that killed 21. John Lyng, Conservative leader, expected to form a new coalition and continue NATO support. The Socialist People's party helped defeat a move to seek a Socialist return. Olav V to be asked to appoint Lyng.
King Saud of Saudi Arabia plans to return to Riyadh next month from Vienna after a lengthy medical treatment trip. The 60 year old monarch traveled to Europe last October soon after Yemen’s monarchy was toppled by a revolution.
At the United Nations Security Council Israel and Syria traded accusations of aggression while agreeing to a cease-fire and allowing U N observers to probe both defensive zones along the border. Secretary General U Thant urged strict cease-fire observance and warned against renewed violations.
Nazlaton Pa AP miners Henry Throne 52 and David Fellin 38 reach an escape hole at 331 feet after extensive digging to widen the shaft. Officials say the site remains dangerous and a plan to extend the hole further will be decided after a conference. Louis Bova 42 remains trapped elsewhere in the mine as rescue teams push for access.
Washington AP Kennedy blasts House action that slashes foreign aid by about 585 million dollars, part of a roughly one billion dollar cut from Kennedy's request. He accuses Republicans and Southern Democrats of partisanship and short sighted leadership while Halleck and GOP leaders voted for the cuts. The vote was 222 to 186 as the bill faced strong bipartisanship questions and continued budget pressures.
Washington Rep. Silvio Conte of Pittsfield Mass was among 17 Republicans who voted against the proposed six hundred million dollar foreign aid cut passed by the House 222 to 188. Conte warned the cut targeted two hundred twenty five million for military assistance to Soviet bloc neighbors.
Friday the House trimmed the aid authorization to 3.5 billion dollars. Kennedy urged Democrats and Republicans in the Senate to raise the ceiling so the measure can be reconsidered when it returns to the House. He called the cut drastic unwarranted and unwise affecting global freedom forces. The authorization is a ceiling for the current year and actual funds come later. Appropriations chief Cannon and Passman supported the cut.
In the American League Detroit defeated Kansas City 6 to 2 in the second, New York edged Chicago 7 to 6, Boston beat Cleveland 3 to 2 in 13 innings, Los Angeles routed Washington 17 to 0, Detroit won 17 to 2 over Kansas City in the first, and Baltimore crushed Minnesota with 34 to 4 while later Baltimore won 6 to 2 in the second. In the National League Chicago and New York played to a result, Philadelphia beat Pittsburgh 8 to 4, St Louis faced Houston with a 1 to 0 score, leaving the chart of day baseball with high offense and surprising margins.
