Loan Guarantee Plan gains bipartisan House support for Latin America
The House backs a Moss plan to guarantee private loans to low income Latin American groups. A $100 million U.S. guarantee would cover 25 percent of loans, leveraging about $400 million in private lending with an estimated $5 million cost to the U.S. for defaults. The program targets wells, farms, schools, roads, seed, training, and health facilities.
