Rights Bill Amendment Would Limit Penalties

In Washington AP report juries would not be allowed to impose more than three days in jail or a $300 fine without a jury trial in civil rights cases under a Senate amendment. The proposal echoes 1957 voting rights provisions and seeks jury trials in all criminal contempt cases except in court. The Justice Department reportedly backs the plan, while Johnson and Senate leaders push for House-approved language unchanged.

No official cost estimate exists for the work rules package, but some expect about 70 million dollars yearly in union gains with unclear savings on employment. The tax review centers on depreciation of tunnels and grading aspects under IRS rules.
