Quinn Defends School Plans Against Outsider Consultants

Pittsfield politician John J. Quinn told the City Council that no outside consultants were needed to draft educational specs for new schools under Dr. Edward J. Russell. He challenged The Eagle editors over claims the Russell era used Englehardt and Harvard inputs, saying the Englehardt report was rejected and Harvard work only set curriculum, not specifications. He urged relying on local school officials, arguing consultants would become the fall guy if anything went wrong.
