Selectmen debate whether to hold a special Town Meeting on charter changes the same day as the upcoming Congressional primary on November 16. If combined, taxpayers save money but some officials fear added confusion from the ballot. A hearing would precede a vote, with a date set next week.
Pittsburgh area councilman Joseph Devito says Coraopolis dog owners are upset as fireplugs were painted blue and white to reflect a merged school district. One pet owner notes the dog is confused by the color change and its meaning.
Tens of thousands of American and South Vietnamese troops enter the Cambodian border area northwest of Saigon in a major counteroffensive against three North Vietnamese divisions. U.S. air power including B52 bombers supports a large, multi-brigade push as Thieu seeks to deter communist moves before the upcoming presidential election.
President Nixon signed a bill extending conscription to mid-1973 and authorizing a 2.4 billion pay hike for servicemen, the largest in history, but he delayed the raise beyond Friday until the 90 day wage price freeze ends in mid November. White House and Justice Department opinions supported delaying the boost. Rep. Hebert hinted he would not oppose the decision, while Ford urged patience as calls under the new authority are expected soon.
The Senate confirmed Philip C. Habib as the United States ambassador to South Korea. The vote was by voice with no dissent. Other swift confirmations included Nathaniel Davis to Chile Henry E. Catto Jr to El Salvador William G. Bowdler to Guatemala and John E. Reinhardt to Nigeria.
Vermont Republican Sen. Fred Westphal confirmed plans to seek his party’s congressional nomination, joining four others in the race. The field includes Attorney General James M. Jeffords, Administration Secretary Richard Mallary, Secretary of State Richard Thomas, and state Sen. John Alden, with a primary set for November 16.

In Bennington area Mt Anthony junior and senior high schools face overcrowding with current enrollments of 1 356 against capacities of 500 600 and 900 1 000. Junior high shows large study halls and few outdoor facilities while senior high crowds core facilities. Proposals include rescheduling to expand shop time for non academics and more time for academically inclined students and concern grows about future class sizes around 400.
President Thieu ordered police to shoot on the spot any demonstrators caught firebombing or damaging property. He met with 400 police chiefs to launch a crackdown on supporters and opponents during the presidential election. Gen Minh accused Thieu of rigging the vote and warned of a loss of legitimacy if the election proceeds.
