Campaign consultants map out winning races for fee

Patrick A. Malone reports from Wichita that Hank Parkinson and Campaign Associates offer tailored campaigns for up to 12,500 dollars. The service begins with voter surveys, then a customized, inch thick handbook guides strategy, fundraising, issues, and operations from announcement to election day. About 30 percent of candidates are dropped after the survey if voters lack identification with them. Surviving candidates have run in over 200 races and won 85 percent. The process aims to organize a campaign like a business venture, reducing chaos with precise planning and graphics.
