Washington AP reports Dr. James B. Conant proposes free college education for top high school graduates who pledge to teach in public schools. He suggests all expense loans cancelled after four or five years of state teaching and outlines three simplified certification steps.
Aberdeen South Dakota. The Fischer quintuplets born to Mr and Mrs Andrew Fischer survived 48 hours with good survival prospects. The four girls and a boy were fed sugar water every two hours and may switch to milk formula later. Dr James Berbos, delivering physician with 3,607 births, reported both mother and babies doing well.
Vermont moves to take a stand on the Champlain Waterway linking the St. Lawrence River to New York Harbor. The Champlain Study Commission, after five public hearings, will report to the U.S.-Canadian International Joint Commission with findings about potential ocean vessel effects on Lake Champlain and possible industrial benefits for Vermont.
New York Governor Nelson Rockefeller says remarriage would be a highly personal factor in his presidential plans. He notes voters weigh personal factors at convention or ballot time, while Gallup currently places Barry Goldwater ahead for the nomination. Rockefeller says Goldwater might pursue the race to aid Republican gains nationally.
In Birmingham Alabama a Sunday bombing at the Sixteenth Street Baptist Church killed four young girls and injured 23. National guardsmen were alerted, 300 state troopers were sent in, and the FBI plus Justice Department officials moved to head off further violence as King urged nonviolence and federal protection.
Arlington reports Nosey, a 16 year old stray cat with 86 kittens, suffered the loss of her tail and left hind leg after her belly hide sheltered the damage near a hay crusher. Dr. Walter LaGrange amputated the limb and tail and Nosey is recovering with plans for an artificial leg and a bobbed tail remaining.
Sen John L Sparkman urged Senate approval of the limited nuclear test ban treaty, warning failure could lead to a future nuclear war He noted 13 opponents and 76 supporters amid a second week of debate with 11 undecided and a two thirds majority needed for ratification Mansfield ordered overtime sessions to accommodate speeches by more than 20 senators with eleven set to speak today and ten more Tuesday
Vermont Governor Philip Hoff urges regional government to replace state and town structures. He calls for a study of the six New England states economic base and plans a January special session to propose regional units for Vermont's 246 towns. Hoff argues shared services can cut costs and modernize government.
A three way contest for Bennington town Republican chairman is likely at tonight's 8 p.m. caucus at the County Courthouse. James B. Gibney's decision not to seek re election opened the field. Possible candidates include J. Durcan Campbell, Thomas R. Haley, and John P. Morrissey with Campbell the only definite candidate. Haley, a former Bennington selectman, says he is interested but not yet committed. The Bennington Democratic caucus is slated for Sept. 25.
