Vermont proposes Medicaid rule on Essential Person eligibility

The Vermont Department of Social Welfare issues a proposed rule to correct Medicaid regulations. It specifies that the Federal Essential Person remains eligible for Medicaid while the SSI AABD recipient continues receiving benefits, but does not restore coverage to those whose eligibility stopped on 7-1-76.
