Salmon unveils Phase II of his tax relief plan
Gov Thomas P Salmon announced Phase II of his tax relief plan in Vermont a four pronged approach aimed at open space preservation. The plan includes an 80 percent credit for low income homeowners phasing out at $20 000 income and a 3 million cost funded from a 2.5 million state kitty. It offers a 25 percent reduction on property tax appraisals for undeveloped land contracts 15 year term with penalties for breach and exemptions for commercial ski and golf properties. A third prong allows farmers earning at least 70 percent of income from agriculture to pay no more than six percent of gross receipts in property taxes on farming property. The fourth prong lets towns stabilize open land taxes to deter sale and development and proposes phasing out inventory tax over five years and reforms to machinery and equipment taxes. Cox Nixon compromise on tapes to avert constitutional ruling
UPI reports seven federal appeals judges proposed that President Nixon and Archibald Cox settle the Watergate tapes dispute privately without a constitutional ruling. Cox welcomed the idea. Nixon had not replied. The plan envisions either side, or their delegate, with Charles Alan Wright, reviewing the tapes to determine portions to turn over to a grand jury. If agreed, higher courts could avoid ruling on presidential information withholding, privacy, or judicial power. Senators Ervin offered a separate compromise to have three committee members privately listen to the tapes. The White House said it would study the memo. The court asked for a reply by next Thursday and warned it would proceed toward a constitutional ruling if no agreement is reached.

Mitchell seeks tapes for trial in perjury case

Governor names fact finding panel in construction strike
Gov. Thomas P. Salmon named a three man strike panel after a heated confrontation at his Montpelier offices. He directed his mediator to seek binding arbitration from Burlington area contractors and set the first meeting for this afternoon at the Burlington City Council chambers. Negotiations had previously broken down, and the mediator was to ask contractors if they would submit to arbitration with Local 522 of the Laborers International Union.

O Keefe sentenced for manslaughter in Chief Thompson slaying
Brian O Keefe, 25, was sentenced by Addison County Superior Judge Ernest W. Gibson III to three to five years in jail on manslaughter and related charges for the December killing of Manchester Police Chief Dana Thompson. Some color is visible in northern areas, mainly swamp maples that turn early.
