Report raises new questions in Lance case
Federal banking regulators raised new questions about Bert Lance's financial dealings including about 800000 dollars in loans to Lance and his wife and partners while he headed Calhoun First National Bank. The supplemental report to Congress cited a correspondent relationship between Calhoun and Fulton National Bank as a factor enabling the loans and noted earlier reports of about 6 million dollars in loans from other banks. The review stressed no federal laws were violated and no prosecutions are warranted, even as lawmakers seek reforms and Carter defends Lance.

Lawmakers See Doubling Cost for Special Education Plans
A Vermont legislative committee warned that the state may have to more than double its special education spending from about 8 million to 20 million annually by 1982 under a new federal law. The panel, examining the five year plan, said the rapid rise may be unaffordable but federal requirements offer little flexibility. Public hearings are slated across the state over six weeks with a late October report planned.
