Montpelier considers applying one man one vote to regional planning commissions with membership by population. Vermont schools face possible state aid cuts and funding clash

Vermont Education Board chair warns that a proposed $35.5 million for the Education Department could reduce state aid to local districts. Marian Taylor of Bennington supports keeping state funding at 40 percent of local education costs, a threshold tied to Gov. Davis’s 1968 promise. Education Commissioner Oakey notes current funding would fall short, outlines alternatives, and references a California ruling that may push Vermont toward a statewide education tax, with several proposals expected in January’s General Assembly.

Berlin Pact Ends 24 Hour Delay Eases Cold War Tensions

The Big Four ambassadors signed a Berlin accord to ease tensions in the divided city and spur European peace. It grants Western access to West Berlin 110 miles inside East Berlin, allows West Berliners to pass through the wall to East Berlin, and recognizes West Berlin’s ties to West Germany, while barring West Berlin from statehood and limiting West German political activity. The Russians win a general consulate, and talks foresee broader agreements on European security and troop reductions. Signing followed overnights talks due to translation issues, with Monday sessions in Berlin and Bonn to finalize details.

Underground Velco line urged for scenic Burlington approach

A Vermont Public Service Board special report by Overview, led by former Interior Secretary Stewart Udall, urges burying Velco’s proposed six mile 115 kV transmission line from South Burlington to Williston. It argues underground cables preserve scenic values near Lake Champlain and Interstate corridors, despite costs 3.5 times higher than overhead lines, and outlines three underground routes totaling 1.7 to 1.9 million dollars versus 470k to 533k for overhead options. The board resumes hearings September 9 in Burlington, with Overview’s findings likely to shape review.
