Gov. Philip H Hoff canceled a planned two day Montpelier session after Lt. Gov. Ralph Foote and House Speaker Billings said the Republican led legislature would not back the idea. Foote and Billings said only the education funding bill under a new formula has real chance at a winter session. Hoff vowed to call a full session in early 1964 when bills are ready for introduction.
