A special advisory panel released a preliminary report calling for establishing 12 regional landfills by 1978 as part of a statewide solid waste disposal plan. The study, by Resource Planning Associates of Cambridge, Massachusetts, recommends a $4 million statewide landfill program and the creation of recycling centers to reduce operating costs.
