Philbrook Warns Overseers Could Jeopardize Federal Aid
MONTPELIER UPI Acting Welfare Commissioner Paul Philbrook warned that moving welfare payments back to local overseers would threaten federal funds for Vermont programs. He noted overseers never administered aid to the aged, blind and disabled or needy families with children, and that the state now funds all welfare. He urged uniform town guidelines to protect dollars, while Republican leader Walter Kennedy backs restoring field processing and said Gov. Davis would likely approve.
