President Johnson begins a historic personal diplomacy voyage to the Far East, aiming to ease Southeast Asia tensions and secure a peace settlement. Farewell ceremonies mark the departure as UPI reports the president will engage leaders and seek broader regional stability.
South Viet Nam's Chief of State Nguyen Van Thieu said he would invite President Johnson to visit during his Far Eastern tour, with Premier Ky endorsing. Johnson's Manila summit itinerary could include stops at Viet Nam bases, and Thieu noted 300,000 U.S. troops present. Johnson emphasized his mission to seek peace as he departed Washington for a 17 day, 25,000 mile trip to six nations.
A fourteen-member bipartisan Vermonter group led by Milton Nadworny challenges Richard Snelling's proposal for a 3 percent sales tax. The Independent Citizens Committee for Fair Taxes says the plan shifts burden to average and poor Vermonters, disputes tourist and industry shares, and argues food should be taxed if $15 million is to be raised. The report notes members from Bennington and Wilder, with ties to banking and the Vermont Development Board.
Washington UPI reports the Supreme Court refused to hear a direct challenge from Delaware and other states to the winner take all electoral college method. The brief order carried no opinion. Delaware Attorney General Buckson argued the system violates equal protection and discriminates against small states.
At St Patrick’s Cathedral New York an ecumenical service marked the 45th annual massing of the colors. Army rabbi, a retired British army Presbyterian chaplain, a Lutheran chaplain and 11 other military clerics joined Francis Cardinal Spellman in a first from the cathedral sanctuary. The color blessing was led by Lt Cmdr Gilbert Darlington USN Ret Episcopal minister whose family started the ceremony in 1922.
Washington and seven GE plants faced local strikes with over 25,000 workers. President Johnson ordered Taft Hartley action to compel a return to work and studied an 80 day cooling off period while a board of inquiry examines facts.
In Saigon a bomb near a U S military bus stop killed two and wounded nine, including Americans. UPI reports U S helicopters and patrol boats battled a Mekong Delta convoy, destroying sampans and seizing weapons, with no U S casualties. The day marked heightened violence around the second anniversary of Nguyen Van Troi's execution.
Vermont Education Association leadership at its 115th annual session declined to officially endorse Education Commissioner Richard Gibboney. The group criticized press handling of the affair and suggested the State Education Board may address the matter differently. Gibboney faces a full board review in January after a prior secret firing and reversal.
East European Communist leaders arrive in Moscow for a summit as Pravda calls for unanimous condemnation of the Chinese leadership and Moscow pursues a hard line on Viet Nam. Kadar and Gomulka are already in the capital as Bulgarian and other East Bloc leaders join talks amid no Kremlin confirmation.
