Property taxes rob the urban poor and slow renewal
Washington report from the National Commission on Urban Problems led by former Sen. Paul H. Douglas concludes property taxes burden the poor, deter urban housing investment, and may reduce city tax revenues. Richard Netzer's NYU study notes urban tax burdens approach a 24 percent housing sales tax equivalent, with a disproportionate impact on those earning under $10,000.
