Ruling on Spanish Puerto Rican voting section unlikely to endanger Voting Rights Act
A UPI report says a federal three judge panel found section 4E of the 1965 Voting Rights Act unconstitutional in its aim to grant Puerto Ricans who finished sixth grade in Spanish schools in Puerto Rico the right to register in New York without literacy tests. The decision is viewed as limited to that provision.
