Springfield Vermont reports the Jones and Lamson Co strike enters day 47 with dim prospects for settlement. Electrical Workers Union members at the precision tool plant vote overwhelmingly for Gov. Hoff's envoy to lead talks, signaling intensified efforts to resolve the dispute.
The New Jersey State Senate adopted a weighted voting system to comply with the one man one vote ruling. The Senate, now 21 members, changed its operating rules, while the Assembly ad journed until December 7 before action.

United States withholds its annual pledge to U N aid funds in a move aimed at pressuring the Soviet Union over arrearages. Ninety-two countries pledged 71.7 million dollars to development and technical assistance, leaving the fund well short of its 150 million goal without U S and British pledges. The decision came amid a Security Council meeting on Israeli Syrian border clashes.
Vatican City UPS report recalls Cardinal Spellman of New York urging the Ecumenical Council to endorse state aid to Catholic schools. He argued parents should freely choose schools without economic burden and proposed amendments affirming public aid while keeping church neutrality in funding. A 32 year old Mozambican woman, Clara Mutangua, delivered five babies by Dr Julio Fernandes at Zavala Hospital in Inhambane. The four boys and one girl weighed under two kilograms each and were described as thriving and in good condition shortly after birth.
A Baltimore hospital welcomed a set of quadruplets three girls and a boy born about 45 days early to Betty Reyes and An gel Reyes. The babies were placed in incubators and both mother and children were reported doing well with a good chance of survival. The family includes four other children and the parents are stationed at Fort Bragg North Carolina.
An anonymous donor presented Governor Philip H. Hoff with a broom as a symbolic nudge to tidy up the Vermont state Capitol. Hoff, who won reelection on Nov. 3, accepted the gesture amid calls for reform.
A 21 year old Brattleboro man charged with murder in his wife Joan 22 was ordered held for observation at Waterbury State Hospital after pleading innocent and insane by reason of insanity before Brattleboro Municipal Judge Robert Gibson. The shooting occurred Saturday and the body was found in the in laws basement. Windham County State's Attorney said the killing was malicious and premeditated.
Newport Vermont United Press International reports 47 year old Edward Chabot is charged with murder after the rifle shooting that fatally wounded his wife Norma during a hunting trip. Officials say windshield fragments helped establish jurisdiction among Caledonia Orleans and Lamoille counties. The arraignment is expected in Caledonia County Court with a $20,000 bond. An autopsy was completed but results have not been released.
