Welfare State Now Serving Swedish Swans
In Stockholm about 400 wintering swans abandon migration to rely on the city welfare program. The Parks Department runs feeding stations with 15 sacks of bread crumbs 200 pounds of grain and cabbage daily to sustain them. Injured birds receive veterinary care and damaged plumage is washed at Skansen Animal Park. Tourists watch as the swans self direct to the feeding raft each morning at 8. Some officials fear the move disturbs nature balance and extends welfare state concepts to animals.
