Kissinger signals openness to SALT talks with Gromyko
Secretary of State Kissinger said he would meet Soviet Foreign Minister Gromyko soon to try to break the deadlock in SALT talks. He noted Brezhnev’s Washington visit was postponed and floated a possible Ford Brezhnev meeting if needed. He stressed a reasoned US response to the Sept 21 proposal and called 90 percent of SALT terms agreed. The Senate meanwhile ratified a missile defense treaty limiting ABM defenses to a single field as part of Nixon legacy talks from Moscow.
