Panel makes proposals to settle rail problems
A presidential board has recommended a 32.5 per cent wage rise for railroad workers plus changes in work rules, and urged a joint industry labor panel with a neutral chair. The plan covers 500,000 of 600,000 rail workers, with staged increases through 1972 and a 30 day cooling-off period during consideration. If no agreement by December 10 a strike could be possible, though Congress often steps in.
