Vermont study urges 1.2 million for child care aid
A legislative study committee urged state aid for about 1.2 million dollars to support child care programs. It backed Gov Salmon’s 500,000 general fund allocation plus 400,000 for a special program for unavailable children and recommended a 150,000 pilot projects funding. An interagency council for child development services was proposed to coordinate services and plan by 1975. Human Services Secretary Thomas Davis will review the report before formal recommendations. Rep. Kenaline Collins praised the push toward more spending on people.

State defends position as feds revise day care rule
Vermont officials refuse to comply with a HEW rule that would bar two parent low income families where both adults are employed from day care and welfare programs. The change, tied to concerns about incentives, follows ongoing noise abatement actions at Catamount Dyers and a town effort to reduce factory noise. The federal shift cites potential abuse of welfare by abandoning families to gain aid.

Towns yule lights stay the same in Bennington
Downtown Bennington will display Christmas lights as usual despite the energy crisis. Chamber director Hiram G. Savage says no request to delay has been received from Central Vermont Public Service, and lights will go up after Thanksgiving unless told otherwise. Savage notes small bulbs use little power. Selectmen earlier allocated 500 from town funds to help cover costs, with the rest funded by the Chamber's Merchants Division.
