An Orleans County grand jury did not return a true bill in the case of Richard Lee LaPlante, 22, of Bristol Conn. The panel acted after a 10 minute deliberation and a finding of misconduct regarding Newport Police Sergeant Curtiss Hardy. State's Attorney George Stokes said the evidence centered on the April 28 early morning shooting at the Newport police station, and hedged Hardy's action as self defense.
