Alger Hiss asked the Massachusetts Supreme Court to allow him to resume legal practice nearly 25 years after his perjury conviction in the spy case. The 71 year old Harvard Law School graduate, once a Boston attorney, argued his moral character should permit readmission as his case was debated by seven judges. Opponents maintained his guilt plus espionage disqualify him from practicing law. The court took the matter under advisement.
The Eagle Square paint sludge saga widens as Berkshire-Pittsfield Septic Tank Cleaning Service faces disposal setbacks. After dumping in North Adams was halted in November, waste was sent to a Pownal gravel pit unknown to local officials. Vermont officials had warned of heavy metals and urged alternative disposal as Eagle Square switched to Chem-Trol Inc. in January.
The Senate Armed Services Committee cut the Pentagon's 29.9 billion weapons budget by 4.8 billion while approving B1 bomber funding and a fourth prototype. It left nuclear warhead enhancement funding, but rejected 6.8 million for the binary nerve gas program. Senator Stennis said the savings include noncritical items and delays rather than real cuts.
Vermont Administration Secretary Robert Wilson said he plans to stay in state government at least through the summer and possibly until Salmon's second term ends. He acknowledged ongoing talk of a gubernatorial run, noting several job options have arisen but he remains focused on his current role and public service.

UPI from Hanoi reports Saigon demands U S return 80 000 refugees driven from Vietnam with some said to be drugged. North Vietnam accuses United States and Thailand of tricks enabling a carrier to repossess over 100 aircraft left by fleeing South Vietnamese pilots. Viet Cong cites new rules tightening flight access and promises action.
The nation’s largest refugee camp at Camp Pendleton houses about 18,403 people in quonset huts and tents including 928 Cambodians. Additional evacuees are at Ft. Chaffee in Arkansas and Eglin Air Force Base in Florida, with arrivals straining capacity as Saigon fallout continues.
More than 1,000 demonstrators march on the U.S. Embassy and government offices in Vientiane demanding Americans leave and urging five right-wing coalition ministers to resign. Three ministers quit, two right-wing generals also resigned, while two other ministers considered stepping down. Demonstrators hurled stones, climbed the wall, and seized the U.S. flag before police retrieved it. Signs linked U.S. aid to the CIA. No injuries or arrests reported. Government sources later confirmed three resignations to Premier Souvanna Phouma.
Gov Salmon appointed St. Johnsburg lawyer Robert A. Gensburg as acting Secretary of Transportation, creating a new agency. Highway Commissioner John T. Gray declined the interim post amid lawmaker protests about Gray’s environmental stance. Salmon expects a permanent secretary within three months.
A 18 foot rowboat replica built by a New Jersey yacht club under Smithsonian auspices commemorates the 1896 Atlantic crossing by George Harbo and a partner. The craft launched from Long Branch, with Harbo’s daughter present, and will row to Mystic Seaport for display before an exhibition.
