Court ruling forces Londonderry to permit Leisure Creations condo

In a broad decision, Windham County Court orders Londonderry to allow the 70 unit 17 acre Leisure Creations condominium, also ruling the town’s Plan and zoning ordinance invalid. Judge Larrow says the Options for Development document is not a town plan and finds improper notice and incomplete publication of the plan. The ruling challenges local growth controls and critiques the town’s 1969 plan statement as an immigration policy rather than statutory guidance.
