Carter plans sweeping welfare overhaul with new system
President Carter urged scrapping the current welfare framework and creating a simple cash payment system with area-based cost adjustments. He warned the plan would take four years or more to implement, prioritize a balanced budget by 1981, and tie new programs to fiscal restraint. He outlined incentives to work, public jobs, and phased federal takeover of local costs, while offering few specifics and promising legislation by August.
