Witherspoon Defends Capital Gains Tax in Vermont
Vermont Tax Commissioner Gerald Witherspoon argues a capital gains tax could raise about 88 million annually if applied to rising property values, while 10 percent of taxpayers would pay and 80 percent gain tax relief. He criticizes opposition as special interest lobbying and notes long-term revenue loss from 1947.
