Nixon proposes four giant departments to reduce duplication

President Nixon urged Congress to replace seven big executive departments with four new giants: Community Development, Human Development, Natural Resources, and Economic Affairs. The plan shifts Labor, Commerce, Transportation, Agriculture, Interior, Housing and Urban Development, and Health, Education and Welfare into these new units while State, Justice, Treasury and Defense stay largely unchanged. The post office would become a federally chartered corporation in 1971. Skeptics question whether bigger departments would improve citizen access or program results, noting widespread duplication across education health and other areas. In California, a bill was introduced to ban pleasure vehicles in central business districts of large cities from 7 am to 7 pm starting 1975, allowing only commercial and emergency vehicles.
