The nations first postal strike ends with pressure on Congress to grant wage increases for mailmen. New York City led the walkout eight days earlier, while post offices reopen with military help and talks continue in Washington.
President Nixon said he will seek legislation to impose the death penalty if a fatality results from bomber acts. The remark comes as UPI reports heightened concerns over terrorist attacks and calls for harsher penalties.
Washington report notes Sen. Edward W. Brooke predicts the Senate will deny confirmation of Judge G. Harrold Carswell to the Supreme Court. He joins Sen. Birch Bayh in seeking votes to block Nixon’s nominee, warning that opposition is widening and the odds are narrowing. Nixon proposes harsher federal penalties for bombing and explosive crimes, including possible death penalty if fatalities occur.
Washington AUPI report says PATCO plans a coast to coast sick out begin at shift change with 4000 to 5000 controllers off the job claiming overwork and underpayment while officials warn of illegal action and potential loss of jobs. The strike would disrupt major hubs including New York Chicago and the West Coast.
In Montpelier the Senate approved an open primary measure 16 to 14, sending it back to the House for concurrence after rejecting an independent ballot option. The bill eliminates party declaration to vote, uses separate Republican and Democratic ballots, and aims to boost voter participation in the September primary.
The Republican State Committee endorsed Gov. Deane C. Davis for a second term while leaving open the possibility of a primary challenge. Lt. Gov. Thomas L. Hayes condemned the move as “a tight little clique” running the party. Democratic leaders noted their by-laws forbid preprimary endorsements.
The Bennington Board of Selectmen voted to place unification and permanent zoning on a single ballot for a special Town Meeting on April 29 amid petitions for both measures. Joseph Higgins opposed unification delays while abstaining on the combined ballot motion. town counsel Norton Barber said combining them may avoid defeat.
