The Senate voted 62 to 35 to set an outside earnings limit at 8625 dollars, defeating efforts to remove the cap or to extend it to unearned income. The debate featured Sen. Muskie arguing the limit omits dividends and rents, while leadership argued the measure strengthens ethics and public confidence. Muskie warned of personal costs while Nelson likened the scene to a small town doctor’s call.

The piece profiles Fuchs, Stout, and Eric Helt, noting Vermont ranks high in health costs relative to income and arguing for real reform over regulatory expansion.
