Supreme Court upholds local property tax funding of schools
The Supreme Court ruled the Texas style mix of state and local funds for public schools constitutional. Justice Powell led a five to four majority, saying local property taxes with state support have a rational link to a legitimate public purpose and do not target a suspect class. Dissenters were Justices Douglas Brennan White and Marshall. The Edgewood case originated in San Antonio with 15 parents challenging tax-based funding.

Legal bid to lift Route 7 injunction moves forward
Efforts to remove the federal court injunction blocking Route 7 from Bennington to Manchester continued Tuesday. U.S. Attorney Willam Gray in Rutland seeks removal after state environmental reviews, while opponents weigh possible challenges. The 24 mile route runs from Bennington to Route 11 in Manchester, cost about 17.9 million dollars, with initial two lane construction on four lane right of way. Vermont filed an environmental impact statement, but critics question its scope within a broader regional highway plan. Judge James J. Oakes has requested copies of the Impact statement to determine if legal requirements are met.

Peace brings austere Hanoi with scarce goods and rationed fare
In Hanoi, life remains Spartan though shaded streets and old French buildings soften the scene. Workers earn around $12.50 monthly, bicycles sit everywhere, and meat is rationed while private stalls sell fowl. Stores offer essential items as the city rebuilds after bombardment, with small pleasures like a 14 cent plastic toy and a $250 saxophone hinting at limited luxury.
