Vermont enacts a reform measure aimed at tidying decades of scattered tax laws. The plan stems from drafts by Norman Redlich of NYU Law, revised by Tax Commissioner Gerald Witherspoon and deputy Jonathan Brownell, and reviewed by Arthur Roemer. A Vermont Bar Association tax committee weighed the bill before presentation to the Legislature.
Development Commissioner Elbert G. Moulton urged local groups to build speculative shell buildings in absence of a state Industrial Park Authority. He criticized the failed bill, promised redrafting in 1967, and noted Bennington County Industrial Corp. may add a third building. Vermont law changes expand tax freedoms for current and new businesses, allow phased tax payments for self employed, and introduce a clear appeals process and reciprocal collection with about 40 states.
Vermont Commissioner Elbert G. Moulton launches a cooperative job advertising plan with industries in selected cities, using newspapers like the New York Times to promote Vermont as a good place to live and work. The program would coordinate resumes, interviews, and targeted ads, costing $8 to $10 per applicant, far below typical recruiting expenses.
