Norman red Lech of the new York University Law school made the preliminary draft for a wholly revised tax Law. His work amended by tax commissioner Gerald s. Witherspoon and his Deputy Johnathan Brownell. A leading tax expert Arthur Roemer of the Minnesota tax department reviewed the result. Before the Bill finally presented to the legislature it reviewed by a tax committee of the Vermont bar association. All of this did not result in i local action development Montpelier a Vermont development commissioner Elbert g. Moulton is hoping that in the absence of a state Industrial Park authority local development groups will proceed to build their own speculative Quot Shell Quot buildings. The Bill ran into heavy opposition from rep. Daulton Mann r-25, of Peru chairman of the House banking and corporations committee who claimed it poorly drafted. Mann said he favors the Bill a purpose but that it too important to be left in the condition in which it submitted. Moulton admitted also that the Bill drawn in taste during final Days of the session. He wants to see it redrafted and plans to meet with All Industrial development groups in the state to generate support for the idea in the 1967 session. The new Law is needed Moulton reiterated because Vermont does not have enough adequate buildings to offer the Many Industrial prospects the state is getting. There is an Industrial building authority but it has no Power to spend funds on speculative structures. Moulton said however that he is looking into the possibility of using Federal Community facilities funds to use for Industrial Park developments. Moulton added that he Hopes the Bennington county Industrial corp., which has already built two successful speculative buildings a one housing Vermont Container corp. Moulton said the Cost per Job applicant would be from $8 to $10. This compares he declared with sums of up to $2,000 that companies have been known to spend wooing a Job candidate paying his expenses for an interview and sending personnel to meet him. Many Vermont businesses have returned inquiries to the development department saying that they wish to receive resumes from persons seeking the kind of work they offer.
