Vermont lawmakers adjourned a special session called by Gov. Hoff with major reform bills failing. In Montpelier AP report Franklin S. Billings Jr. says he will decide his next political move within three weeks amid supporter pressure to run for lieutenant governor in the Republican primary. An Eastern informant claims the Soviet Union offered to release three fliers if the U.S. publicly admits ordering them into Communist territory. Washington denies the proposal. The informant says Moscow threatens espionage charges if not. The three captured officers are Capt. David I. Holland, Capt. Melvin J. Kessler, and Lt. Harold W. Welch. Holland is identified as pilot and Welch as navigator.

Healy notes a New York bank issued over 40 FHA insured loans to Vermonters in 18 months. He also says Springfield and Windsor lenders reject minimum FHA mortgages and many banks prefer larger down payments and shorter than 20 year terms. Vermont money flows to other states as a result.
