Vermont utility Central Vermont Public Service Corp seeks a second rate increase in four months. It asks the Public Service Board to approve a flat 7.5 percent temporary hike or a purchased power and fuel adjustment tied to wholesale costs. A March 18 hearing is set in Montpelier.
