District commission attaches condition to Schenk's permit
In Manchester the Bennington District Environmental Commission set a condition on the Schenk gravel project permit. The panel tied state approval to Shaftsbury local zoning acceptance, after Shaftsbury officials argued local permit must precede any state permit. The hearing will revisit project conformance to town plans and local approvals.

Winhall Holds Line on Taxes Amid Budget Questions
In Winhall Vermont a town meeting approved a general budget of 172200 with a 3000 rise in the tax rate possible as the selectmen noted conservatively rising grand list income. The town earmarks 24000 for a new garage addition and 106000 for school funds up eight percent. Despite higher fuel and teacher salaries, costs are kept down through scrutiny and Delinquent taxes stay low while capital plans consider police cruisers and a new school bus. The town profits from Stratton Mountain by hosting part of the ski area and backing a convention facility to bring in dollars. Rogers calls Winhall rich and proud of its low taxes and prudent budgeting.

Deficit spending floated as Vermont budget plan
Rep. Emory Hebard of Glover proposed a possible $3 million deficit for the current fiscal year as a way out of the state's financial crisis. He said the House Appropriations Committee would trim about $1 million from Gov. Salmon's budget, arguing inflation makes last year’s funding levels effectively a 10 percent cut. He expects the omnibus bill to reach the House floor by late March, with passage likely a week later.
