Vermont lawmakers consider creating a Vermont Industrial Park Authority to boost sites and speculative facilities as rivals lure prospects to neighboring states. Development Commissioner Elbert G. President Johnson on Friday revamps U S foreign policy operation to give Secretary of State Dean Rusk formal command over non military overseas activities of the Defense Department the CIA foreign aid and the U S Information Agency. The White House said Rusk now has definitive overall directive authority from the President.

FBI agents waited at Philadelphia's 30th Street Station as Oswald S. Pick of Clifton New Jersey arrived on a Washington bound train. Pick, 27, was charged with threatening to assassinate President Johnson after a rapid two hour investigation sparked by a 5 45 a m telephone tip.
Reports from Accra indicate 11 to 15 Russians died in the February coup that toppled Kwame Nkrumah. The gunfire, shelling, and a siege at Flagstaff House left many dead, with Russians reportedly taking shelter in a bunker as authorities cut water and power.
