City council clash over police records access began

In Troy a council meeting pits City Manager Buckley against council member Dworsky over access to internal police records. Dworsky backs a resolution granting the council access to documents from the police force professional standards unit while Buckley resists. Meanwhile the city plans to hire 10 new police officers funded by federal Manpower funds, bringing the force to 135. The addition, approved last summer, faced delays after height-based disqualification claims by two women. The state Human Rights Division initially blocked hiring from the last civil service exam list, later lifting the prohibition. The human rights commissioner told Buckley the appointment of 10 officers is required for public health and safety.
