Hoff Will Not Veto 18 Million School Aid Measure

Governor Hoff says he will sign the Republican backed 18 million state education aid bill once it passes the Senate and arrives for his signature. He rejects any veto, but questions where the extra 2 million beyond his request would come from, noting no legislative leader can supply funding sources. The Senate advanced the bill with a 26-0 vote. House support was also solid, while Hoff warned against new taxes or cutting vital programs to fund the surplus.

Westmoreland stressed the war must continue and doubted talks would ensue without de‑escalation. Kennedy proposed a finite pause with UN or ICC monitoring and a week‑long readiness to negotiate, building on prior pauses in late 1965 and early 1966.
