Global fishing limits reshape coast to coast tensions
Coast Guard teams boarded Soviet trawlers off the East Coast and found no violations of the 200 mile offshore limit. The law shifts fisheries power globally, prompting Soviet action near Siberia and prompting U.S. talks with Cuba on a fishing accord. House approvals allow Japan, South Korea, Spain, and Western Europe to resume limited fishing within the 200 mile zone. Canadian ships fished pending a dispute over Cape Sable ownership. Coast Guard boardings occurred near Martha's Vineyard and off Massachusetts as foreign catches were mostly hake under license terms. Penalties for violations range from citations to fines up to 50000 dollars. The ERA debate spurred by Common Cause faced political pressure with President Carter and Rosalynn Carter calling lawmakers. The North Carolina House supported the ERA earlier, but the final vote failed. opponent Bobby Lee Combs criticized the calls as political pressure.
