Vermont enacts a sweeping motor vehicle code revision effective today including a statewide hitchhiking ban and stricter penalties. Lawmakers aim to curb dangerous driving with higher fines and potential jail terms, while warnings are issued until April 1.

The Communists announced they would release 142 prisoners of war in Hanoi within 48 hours, likely Sunday morning. Lt Col Bul Tin said 106 Americans were among the group, with others including U.S. soldiers, civilians, Thais, West German and Filipino captives held by Viet Cong.
At a Paris conference the major powers agreed on a nine point blueprint to secure lasting peace in Vietnam. The plan includes re convening the guarantees conference if peace is threatened and sets up machinery to report cease fire violations. Canada warns of stepping down from ICCS unless such safeguards are created. US officials indicate Secretary Rogers will return to the talks with progress on prisoner releases. Signing will involve the United States, North and South Vietnam, Viet Cong, the Soviet Union, China, Britain, France and ICCS members Canada Hungary Poland Indonesia.
Vermont House Republicans and Democrats prepare for a floor battle over including a capital gains tax in Gov Salmon's $13.4 million property tax relief package. Party leaders count noses, with Salmon aiming to raise 5.4 million from gains tax while Republicans push a limited relief plan of up to 9 million.
The House Natural Resources Committee approved the Brownell land plan by eight to one with two absent after a long day of work. Rep. Stub Earle dissented. Rep. Mulligan and Rep. Stack were absent. The plan guides future land use and growth in Vermont and moves to a floor debate likely next week.
