Soviet Premier Khrushchev renews demand for a broad disarmament summit, saying the four nuclear powers must hold talks within a wider framework. He rejects limiting talks to only the nuclear powers and warns nonnuclear states face threat if a thermonuclear war occurs.
The Army Engineers Board approves a $7.5 million harbor project for Portsmouth harbor and Piscataqua River extending the federal channel from Boiling Rock to just above Atlantic Terminal Sales dock. A 400 foot wide, 35 foot deep channel with basins is planned, linking Henderson Point to Badgers Island and the Maine New Hampshire interstate bridge.
John Glenn arrives at LaGuardia with fellow astronauts after a perfect weather day as crowds flood Midtown Manhattan. A ticker tape parade down the canyon of heroes follows brief airport remarks, despite earlier tragedy nearby as an Idlewild crash claims 95 aboard.
Philip H. Hoff, 37, Burlington attorney and state representative, announces he will seek the Democratic gubernatorial nomination. Gov. John N. Dempsey says a Rockefeller letter signals support for a March on Albany to press New York to raise its drinking age from 18 to 21. He plans to mobilize neighboring state governors New Jersey Massachusetts Pennsylvania and Vermont to lobby the New York Legislature.
Cardinal Richard Cushing 66 year old archbishop of Boston was admitted to St Elizabeth’s Hospital for a medical checkup and his physician said he may have a stomach ulcer.
President Kennedy proposed a broad conservation program including up to $1 billion to acquire recreational lands over eight years. Funding would come from user fees, motorboat fuel tax rebates, and surplus land receipts, with Treasury advances up to $500 million as needed. A White House conservation conference will be held this year.
