Vermont legislators passed a quiet law restricting release of patient condition details without waiver. Hospitals, reporters, and lawyers wrestle with its scope, fearing leaks or public misinterpretation while a Supreme Court hearing may clarify its reach.
The Senate endorsed extending the 2,000 tax credit for buyers of newly built homes. The bill would allow credits of five percent of the home's cost, up to 2,000 dollars, for houses started before Thursday. It broadens eligibility to homes under construction up to March 1, 1976, boosting sales but risking a larger budget deficit.

A U S District Court three judge panel ruled unanimously that transferring inmates from Windsor state prison to federal institutions does not deny equal protection. The decision says federal and state corrections policies are substantially the same and notes 16 inmates already moved with more to follow as Windsor prepares to close. Five inmates escaped recently, with three recaptured, one murdered in Mexico, and one at large.
