NATO Eyes East West Talks On Troop Reductions In Europe
In Lisbon the U S and NATO allies said they are ready to open talks with the Soviet Union on east west troop cuts in Europe as soon as practicable. A meeting of western deputy foreign ministers will be summoned in Brussels to plan strategy, with John Irwin the U S envoy. The communique notes the Soviet offer to discuss reductions, urges reciprocity and verification, and mentions SALT talks and concerns over West Berlin and the eastern Mediterranean. Manlio Brosio of Italy resigned as council head.

Vermont to push growth in mid sized towns
MONTPELIER Vermont plans to stimulate development in middle sized towns and cities to curb growth of major population centers.
