Soviet forces sped out of Czechoslovakia amid Czech reform pushes as observers say the Kremlin caved to Czech demands shaping a temporary easing of East Europe’s major crisis. The 11 member presidium was sent to brief defiant Czech leaders while departures increased.
MOSCOW and Prague await a historic meeting as the entire Soviet party presidium travels to consult Czech reformers amid fears of a shift toward democratization and a possible realignment in Eastern Europe. The talks, seen as pivotal for Czechoslovakia and the Soviet Union, may set a pattern for the crumbling empire. The defense ministry announced large scale maneuvers along the western border using reservists and civilian trucks, extending from Latvia to Ukraine, lasting until August 10.

Five armed Arab commandos hijacked an Israeli El Al jet shortly after takeoff from Rome and forced it to land in Algiers. They demanded hostages for captured guerrillas. Algeria offered to release most passengers at government expense. The flight carried 48 aboard including 14 Israelis and an American, with some crew. The hijackers claimed Palestinian affiliation. Separately, three people were shot in a Lower East Side project, with two injured and a suspect hunted amid a floor search at Lillian Wald housing.
Washington report on the anti billboard program tied to Lady Bird Johnson. Conferees clash over highway aid bill terms, with House proposing to abolish the program and fund a study, while Senate would fund 5 million dollars yearly for three years and retain penalties for nonparticipants.
Vatican sources say Pope Paul VI prepared a 40 page document reaffirming the Catholic Church stance against artificial birth control.
