NWF sues over highways NEPA review and rules

The National Wildlife Federation filed three federal suits against the secretary of transportation and the FHWA. One seeks NEPA compliance on $2.9 billion in federally funded highway projects, challenging prior design approvals and urging public environmental review. A second suit would compel publication of FHWA planning regulations, and a third demands public notice and comment on changes to procedures for hearings and participation in highway location and design decisions. The actions aim to open government decision making on highway construction to greater public scrutiny.
