Vietnamization seen as domestic political ploy by Gurtov
Melvin Gurtov, Rand scholar turned UC Riverside professor, argues the Pentagon papers reveal ongoing government deceit under Nixon. He says Vietnamization expands air power while ground forces withdraw, prisoners of war are used politically, and the Nixon Doctrine avoids new commitments in Asia. Ellsberg’s release is acknowledged as principled though risky.

Connecticut’s first income tax becomes law after quiet veto gamble
Hartford CT July 1 1979 The first state income tax in Connecticut history takes effect as Gov Thomas J Meskill keeps it on his desk for a week. The 1 to 6 percent tax is part of a 1.153 billion revenue package including a state lottery parimutuel betting first tuition at UConn and state colleges. The Democrat controlled General Assembly approved the measure over Meskill’s vetoes and he vows austerity to reduce a 263 million deficit while vetoing a record 127 bills in his tenure.
