Montpelier Vermont Gov. Philip H. Hoff says he has given no thought to resigning to accept a federal judgeship and won’t say if he will run for a third term in 1966. Rumors have circulated since he took office, intensified by news of Vermont getting a second district judgeship.
House Republican Leader Gerald R. Ford called for U.S. bombing of Communist missile bases in North Vietnam saying they threaten American forces in the south. State Dept reports two sites near Hanoi and Haiphong nearing completion with more in progress, soon to be armed with Russian missiles. Ford argued strikes target military sites only, not non military targets, on a plan he said could be carried out now.
Saigon reports an emergency force of 8000 Marines landed at Da Nang and Qui Nhon with tanks and artillery for immediate action against Viet Cong. New Zealand artillery arrived near Saigon while American Australian paratroops battled guerrillas in Zone D, 35 miles north of Saigon.
Gov Hoff seeks federal panel orders to allow at large elections for 14 large Vermont districts unable to subdivide by August 16. Reapportionment plans must be submitted by August 1 and reviewed by the board by August 16. Districts with three or more reps include Burlington Winooski Rutland areas Brattleboro St Albans Barre City Hartford Norwich Colchester Milton and others.
Bennington Village trustees met Tuesday evening to review plans for new streets that would open two remaining tracts of woodland for housing. Representatives Charles Dewey and Norton Barber of the Dewey Trust Estate urged accepting an extension of Frost Street and related utilities to accelerate development.
Vermont’s Education Commissioner announced federal aid totaling 2.282 million with 1.55 million for 7,700 economically and educationally deprived children. Funds fund slow learner classes, emotionally disturbed or handicapped pupils, psychologists, library resources, textbooks, enrichment programs, and department support.
Governor Philip Hoff announced a temporary injunction in Grand Isle Chancery Court against Florida Lakeshore Development Corp banning further sale of 1 seven acre lots labeled Lake Champlain Estates. The state seeks a permanent order amid health and pollution worries from cay soil and septic waste risks. The firm priced parcels at 900 dollars with 300 dollar discounts for buyer lists of ten potential clients, targeting French speaking Canadians from Quebec. Hoff noted additional unspecified concerns beyond pollution.
Philip H Hoff outlined a sweeping legislative program for a special session next year. The plan includes rebuilding Route 7 between Bennington and Manchester to four lanes and a northern bypass to Rutland and Burlington, plus a four lane Rutland to Fair Haven U S Route 4 project and intercounty links to I 89. He also proposed regionalizing road aid, strip zoning, scenic easements, and tapping the General Fund to speed construction with hoped federal matching funds.
MONTPELIER UPI Four of five members of the Legislative Reapportionment Board have been named. Christopher Webber of Rutland will head the board as reapportionment master after being chosen by Chief Justice James Holden of the Vermont Supreme Court. Emory Hebard Republican ex representative from Glover and former House Reapportionment chair is the GOP nominee. Bernard Leddy Burlington attorney and former gubernatorial candidate is the Democratic nominee. Frances Callahan White River Junction former head of the Democratic State Women's Club is Hoff’s pick. The governor is to name the remaining member. The board will draw districts in areas with more than two representatives and oversee legislative realignment.
