Carter's Pragmatic B-1 Decision Shocks Washington

President Carter rejected building a 244 plane B-1 bomber fleet, choosing a pragmatic course over ideology. B-1 decision signals shift in U S strategic doctrine

The Carter administration's move to stop B-1 bomber production marks a shift in U S nuclear strategy from a three leg triad to a heavier reliance on land based missiles and submarines. Air Force officers view this as a setback to deterrence with experts noting B-52 and FB-111 limitations and Soviet advances including the Backfire bomber.
