The new Supplemental Security Income program raises monthly federal payments from 130 to 140 dollars for individuals and from 195 to 210 dollars for couples starting this week. Officials anticipate initial transfer problems as about 30,000 drug addicts and 5,500 welfare mothers are moved to SSI roles, with many welfare mothers unlikely to keep SSI and likely returned to Aid to Families with Dependent Children. About 3.1 million February checks totaling over 385 million dollars in federal and state aid will be issued, compared with 3.054 million recipients in January.
